So, lets say I have a Facebook user's phone number. I heard there was an exploit that would allow one to get the verification code. I checked out an article, BUT the video is unavailable. How sad?

you can RAT the phone and then remote sms the password reset code.

after readin your post from earlier i went on text free on memu and made a new account, got to a list of numbers and tried logging in with each until i found one that would work
every time i got an ID security check though.
its very unlikely that you will be able to get a specific account without access to the phone.

if you want to do it illegal then remote RAT the android phone by tricking the one you need to rat.
if you are good at social engineering, you can easily RAT his android phone.
use spynote 5, the best FREE android rat.
