Is it possible without own ftp file hosting?

Not sure about your question. Are you looking to get access the the .htaccess file? If yes, just go to your file manager on the admin CP, and make sure to check the hitbox saying “display hidden files”.
Where you can find this depends on your host/CP.

I just was wondering if its possible to have htaccess code on domain registrar level instead of website hosting level.
some registrars allow redirections so I thought why not

You can’t store the htaccess anywhere except the server. It’s the apache file. Same with the ng config.
You can do rewrites with cloudflare.
