He isn't asking for rep, he's asking for someone to remove the neutral rep on him.
Don't think this is against the rules IMO. He isn't asking for positive reputation.

yes u can ask someone to resolve there issues with you which in return will adjust the rep.

YES you're allowed to ask to resolve bad rep with other users.

Yes.
If an upgraded member leaves you a neutral/negative rep, you are allowed to ask them to change it to a positive rep.
You just can't ask for +/- rep from members who have never even repped you before.

You cannot ask someone to make it into a +3 etc. But you can ask them to resolve. It's pretty simple.

Your interpretation of that is incorrect. You can ask someone to change the rep on you but you cannot ask to change it to positive as that's asking for reputation.
