This is a made up story but could be real.
Okay lets say I gotten a name, someone gave me an tip that the person is a criminal and I need to gather evidence for his online crimes. The person is living in a "safe" place to physically being there is not possible, hacking his wifi and then mitm attacking him. How could this person be monitored over the internet? What type of attack is necessary? How to I gather information about this person? I think I could setup a vpn and then mitm attack him but I am not sure. How do we gather information about a persons browsing habits over the internet. Sending a payload isn’t possible since I do not know anything about his computer or am I wrong?

Whoa.. you have so much to learn. I suggest going to YouTube first, because I don't think anyone is going to sit here and explain the in's and out's.
I will tell you that if you can gain access to his local network, then you have a much better chance. I will point you in the right direction and telling you to look up an operating system called Kali. If you can master every tool on Kali, then you'll know which questions to ask then.

hmm... so this person commits internet crimes, and you want to catch them, Let me ask what skillsets do you currently possess?

Read a book and get a clue i say or just hack his wifi, I got my nrighbours ages ago then set up some man in the middle attack with bettercap or something like that. IP geolocation tools, social engineer to his email some phishing links etc etc. Everyone in my area uses BTHomeHub easy peasy to crack those

op literally stated that this isnt plausible. if the target lives 100 miles away then what are you gonna do.
