In photoshop- if you grab a cloud/smoke gif you like you can use the timeline to place the still image behind each frame of the gif. And then use usual overlay techniques to make it transparent and whatnot.

I don't have photoshop that's why i request..

Yeah, I was going to post one for you- but am still waiting for my photoshop to install.
Shouldn't be too hard for me to do, but it would help if you posted a smoke effect you like - or details on where/how you'd like the smoke to come from/look.
