Even if you have a Korean account you won't be able to play on a Korean server,
It's possible but you're gonna need a kssn (korean social security number).
However this is illegal so I wouldn't do it if i were you.
There are KSSN Generators you can use, but it is illegal as it is identity theft.
I do not recommend using it, but I believe in freedom of sharing knowledge.

Pretty sure you only need the kssn to create the account, so if you buy an account you're good to go. Also nobody ever gets "punished" for buying korean accounts, other than simply having the account banned. You're not going to get locked up for buying a korean league of legends accounts.
