Me and a friend are working on a new source with some different methods for pulling bots and sending attacks just need a host that will ignore us both hosting the irc with bots on it and also allow us to scan for bots for testing.

No host "ignores" scanning or botnets unless you're good friends with the owner. Whether or not they find out about it is the issue.
