So I've seen quiet a few posts of people either selling gift card keys or steam keys or whatever keys they want to sell. So is it allowed or is it disallowed but with exceptions? Just curious because these posts have been reported but don't seem to get deleted. By that time someones already sold whatever they had.

If it’s a serial code or activation code and it’s not a product you created, it’s not allowed. No exceptions.

Most likely, yea.
Only staff can moderate outside of the general category, currently.

Correct.
Unless a staff member is online, there's no way to take down thread (almost) immediately after it's been reported, especially if OP had like one key to sell.
