Engagement groups. Find a load of meme accounts between like 500 followers and 5000 and make a few groups with them and call it a meme engagement group and say in the first message everyone can send their posts there and you all like and comment on each others post. What happens then is Instagram will associate you with other meme accounts meaning you'll be recommended to people that follow them and are more likely to appear on discover, etc.
