I'm not really sure who is meta anymore because I hardly play but at your elo you can play pretty much everything. I personally like Lucian as he has some mean harass against champions like Vayne and Jhin. Once they tumble or Jhin's fourth shot you can easily dash, double auto, Q and double auto again before walking out.

I'd say if you are doing well you need to be the shotcaller because in that elo literally no-one knows how to play the map. If you see a jungler heading topside, spam ping your top laner to back off. You literally have to babysit your other laners. Always buy a pink every back too. Make sure you keep one up either protecting your tri-brush if you're getting camped or help your mid laner out by placing it near them in the river. Always shove objectives like towers. Once you get a gank and kill the enemy adc/support then get as much damage as you can on the tower. If you can get it - swap with your top laner and do the same thing. Gold from towers means so much and the more gold your team has the more likely they will be to get ahead.
