Operation Power Off - Webstresser.org targeted - National Crime Agency UK - Apr 25, 2018
This is a message from the UK's National Crime Agency and the Dutch National Police.
Webstresser was a DDoS-for-hire tool linked to more than 4 million denial of service attacks. Denial of service attacks are illegal in the UK and the Netherlands. They are also illegal in many other jurisdictions.
Developers, administrators and customers of Webstresser have been arrested worldwide and servers have been seized. It is anticipated that further suspects will be identified from the evidence gathered:

Although the Server Stress Testing section of hackforums remains closed, many of the administrators and customers of Webstresser were or are active members of Hackforums and we believe this news will be of interest to the wider community.

DDOS while not a permanently damaging attack it is low hanging fruit, and honestly annoying and costs corporations money be it in bandwidth, having staff put in overtime to deal with attacks or lost sales due to customers not being able to place orders or reach services. I think we have to look to February's cryptomining attack against UK's government sites it has to look like something is being done due to bad press. Mix that in with the decision legalizing UK government hacking activities of both domestic and foreign computers/networks/phones (which I wouldn't doubt it's been done throughout most of the EU in order to have a "full take" (which the UK currently possess) on what citizens of the EU are doing online) it's confounding how UK citizens think they can get away with too much.
