So I plan to upgrade my setup for pc gaming im aiming for the setup to last 3 years if can :)

planning on replacing my cpu mostly though i think my 6600 i5 bottlenecks my gpu

Your CPU is fine up to a geforce 1080ti.....
There's not a reason to upgrade that if you're gaming.

im planning to go back on ark survival evolved the game on steam which is kinda cpu eater or ram eater i think im good on 16gb ram but my cpu is always running 100% then my computer freezes which made me think on upgrading?

Are you overclocking? (is it a 6600 or 6600k)
That sounds like somethings wrong if you are at 100% CPU usage....
