I want to be able to hack in Kali using a VM, using a USB Wifi Adapter, but without there being (too much) risk of anything being traced back to me. What is the ideal set up for this.

Try use whonix and linux.Check youtube how it works

Why do you prefer to use VM instead of "LiveCD"?
