Since reps are now canned and unrelated to the Marketplace we can make policy changes.
7. You cannot ask for or offer reputation in posts, signatures, or PM. This includes encouragement like "rep is appreciated".
That's gone. Ask for all the reputations you want.

That's changed to reflect new policies about abuse. We no longer need to worry about invalid scammer reps, abuse, threats, harassment, doxing and a number of other reputation related issues.
So if you want to ask for reps then go for it. Profile policy does still disallow setting "site goals" though. So saying "trying to earn 1000 reps" isn't allowed.
I raised rep giving limit from 5 to 10 earlier today but I feel like it's appropriate to increase it more.
L33t will stay at 10 but Ub3r are now 25 reps per day. Also setting it so Ub3r can delete their given reps.

This will be interesting. Rep farming groups may be big time here - but I think this new policy change does make the most sense given recent developments ;)
