So with the recent changes to the rules around rep, would it be disallowed to create and use a userscript to PM all online upgraded users asking for rep?

PM spam won’t be tolerated.
Also, if you send random upgraded users a PM about rep you’ll probably get negged.

There are rules against PM spamming. Just because asking for reputation is now allowed does not mean that PM spamming is.
They are two separate policies, so now you would just be breaking one rule instead of two.
And just so you are aware, PM spamming is usually met with very long bans and account closure.

They're allowed now, unless you're just spamming people I guess.
