If you save this in notepad as .bat file and run it will it actually destroy windows? And can you recover files after that?

If Windows is installed on your C:/ drive then yes.

I'm pretty sure you'd have to run with admin privs for that to work. Try working on some privilege escalation with Windows. It doesn't necessarily have to be in batch, though. You can do some shell code injection into small applications that executes something like this upon launch.

There are some directories .. eg Windows\System32 you don't own, of course if you priv esc and get system then you would be good.

You could install Windows in a virtualbox and give it a go. Best way to learn is to try it yourself.

Depends whether windows is installed on that directory and if you have escalated privileges or not.
