I scanned on novirusthanks and it came up clean. It's a short PDF and just shows one way to get your money back after you won your item. It's stupid and every effin' word is colored a different color and is typed out LiKe THiS. He could have just copied and pasted the whole thing here and just posted the source...

Oh, and by the way... eBay does not have anything in their infrastructure that allows them to monitor users that consistently report flags as "being suspicious." If they did, many hardcore scammers would be done for.
