Quite useless tbh.
As mentioned in thread, ESEA requires you to be a spec to use the convar and FaceIt manual bans + they'll probably patch it soon.
Only decent use is "risk-free" info gathering.

Won't take them long to write a 5 line for loop plugin to kick a client who runs the rcon command 1-5 time.

The command is sent to another server, not the server you are playing on.
