Can nonupgraded members donate their bytes? If I send someone 1 bit, can he send him further?

Won't really matter if they can donate bytes if they can't even earn them to begin with.

Regular member cannot earn Bytes from posting but they can otherwise use the system. So yes, they can send/receives donations.
