On the host I will have website  joomla with a loot of feature programs and forum ips.

If you're going to be hosting Joomla Only with no cPanel/Plesk to manage everything you can probably go for their SSD 3 Plan, Lots of RAM and I don't see the CPU being an issue unless you're serving a lot of traffic and it's the most cost effective.

In general though with OVH I go for cloud as it has a good amount of RAM & CPU and is reasonably priced.

I'm not sure if they let you downgrade but I know you can definitely upgrade your plan from 2 to 3 if needed so if budget isn't a problem go for Cloud 2 for the faster cores & upgrade if the RAM isn't enough which I don't really see happening.
