I'm not sure what's wrong, could anybody tell me a fix?

Is Libpcap up to date?
Also, what operating system are you running?
Are you using Xen, OpenVZ, or KVM?
It sounds like you're trying to use an OpenVZ VPS, which will not work with Zmap.

Your problem is you're trying to scan on a none dedicated node. To abuse the server with mass SYN scanning you will need to fork out a little more than a 5$ arubacloud.
