Put this in your config:
-refresh 60 -novid -tickrate 128 -high +snd_headphone_pan_exponent 2 +fps_max 300

You got no idea what your talking about, also that's called launch options.
You don't know if they guy is using a 60hz monitor, this could fuck him hard if he's on a higher one
neither do you know if he only plays MM =/= 64 tickrate. putting 128 would fuck up his smokes and flashes when trying them offline.
-high does jackshit, proven and even valve have stated a comment saying it doesn't do anything.
+snd_headphone_pan_exponent 2 - wont do anything for fps, but it can make you hear things better. Test it yourself.
fps_max 300 - why lock your fps?
