How can I create a. mp4 file that just runs on specific computer? For example, if computer name was "Computer-1" then it runs.

You are looking for what is called DRM. Essentially there is no completely secure way of accomplishing what your goal is. DRM is made to be broken.

You will have to pay for a proprietary system.

DRM needs a server but I like other technique.

Well good luck finding another one then. DRM is not a specific algorithm or protocol, but rather a generic term for any system to restrict access to digital content.
