In the market section, there are many threads where users are offering bytes in return for reputation and five-star reputations.
Is it allowed to offer bytes in return for the negative reputation and one-star ratings towards another member?

Lots of policies regarding popularity, formerly reputation, have changed. But we still have policies against harassing members and what OP has described would fall under that policy.
