Hi this works worldwide except for Australia and a few asian countries. However, the referral amount change from$5 to $10 is possible only in US.
Other countries get what uber app shows in free rides section.

Yes in Canada some have $5 some have $10 but I cant change it, in US I'm able to change them.

he said that within the usa it's 10$ and outside the code is 5$.

Yes I'll need login once to change the amount to $10. (only possible for US users)

Many people have $10 in canada by default, check your friends or other accounts you might get lucky!
