This is dipping into a section of hacking we are not allowed to talk about here 😏 Perhaps learn SQLi and basics, test on your own website and learn to deface some sites. I don't see a point in trying to slow down websites temporarily, or taking them offline temporarily..

Here to save you the time from being scammed by idiots, I will give you a few stuff to search on google:
So if you want to "slow" or take down a website down your best choice would be DDoS (Distributed Denial of Service) attack which
consists of claiming/infecting vulnerable devices through either default passwords or spreading your malware with an exploit or 0day and
using the infected devices to send large amount of packets ranging from different protocol methods like TCP, HTTP GET, UDP requests and etc...
Now there is DoS (Denial of Service) which slows down or makes the site unreachable, I myself have found a lot of DoS vulnerabilities in bounty hunting, now how does it work?
The attack works like this basically you spam the website with large amount of bytes to the point where the site has to mainly process your request and it'll slow the website down, this works with small websites particularly because of the amount of data they can take at the time but for big corporations it will be a lot tougher.
So that is something, not the full details but should be enough to get you started.
