Provided that you don't download obscure files or apps or go to fishy websites?

Can you be hacked if someone if particularly targeting you? If so how, and how can you protect?

Exploits, say that the attacker is in your network and your OS is out of date and running services which are vulnerable. I would say installing updates for your OS. If they are in your network then they have options like running a proxy to backdoor files on the fly, this isn't something that the average attacker would do either. Most hacking requires a degree of social engineering. Keep your AV and OS up to date and don't download crapware from the internet.

Edit: Average attacker can't really do much on 4g wifi is where they have options. At most they can snoop I doubt most idiots will spend money and resources on building an IMSI catcher but it's doable.

Also not to mention: anything can be attacked.

There’s always a way :)

4G is vulnerable, but as stated above it is limited compared to the vulnerabilities of a wifi or bluetooth connection. At the same rate, your cellular provider can and most likely does keep automated logs with details of your activity. This is absolutely something to keep in mind if your concern is privacy in regards to your activities.

What do you mean by "my network"? Are you saying if the attacker is close to me we would be connected to the same 4G tower and therefore have the same IP address?

Not same IP but they can snoop for sure. Find metadata on calls or sms pehaps even data can be snooped upon. Check out SS7 vulnerabilities.
