i need to be able to pass data from my phone app to my c# app how do i do that

Well, it will require a server of some sort. Depending on the type of data, you could either go with sockets for real-time communication or you could create an API on a backend server of your choice.

Are you able to port forward with the desktop app? If not, you will need a separate server, and treat the android app and C# desktop app as clients.
