Check your internet connection.
You need to enable your internet connection because for some reason this crypter downloads the runPE from this URL http://www.razorcrypter.com/rapidtables.txt
If you don't then the stub will crash because there is no error handler.
edit: yeah I forget to say it's risky to use this crypter. It may act as a downloader at any moment. (no offense to OP)

What do you mean by working only in extreme condition? i have tried various internet connections, still cannot build any file.
