The rate is not negotiable. The least amount I am willing to exchange is 100$. The MOST amount I can exchange at the moment is 250$. I don't go first under any circumstances.

I’ve exchanged over $5k PayPal to btc 1:1 on hackforums over the past year or so.
So it’s possible but not common.
