Does someone knows any free proxy service or how to change your public ipv4.
Because i made a program that requires alot of webrequestes and sometimes the server response with a forbidden error and its because too many request.

You won’t get any HQ proxies for free tbh at least not a bulk of them.
Paid proxies I can recommend: Stormproxies, fineproxies

Making a proxy scraper with something like html agility takes like 5 minutes and there are 20+ sites that have 1k+ working proxies at a time.
Assuming Agility is still the easiest method haven't touched code since I dropped out of school.
