Well, for the first month I would like to pay $500-$1000 so I can get things started then pay more the following months.

I dont think you can do it from scratch for $1000 or $2000, maybe you will extract from tinynuke or compile some other Git open source code, am I right? I already tried few developer and no one ready to do this from scratch. Specially for latest browser.
