Most IRC networks heck even private servers should have a dedicated port for TLS/SSL. Remember that each client can log a conversation. The IRC servers themselves don't keep the conversations this said if you are not using TLS and a VPN consider the traffic as compromised.

But the admin of the server can log your conversations as well, even if you're using a vpn and TLS/SSL
