You'd need to get into the account itself then, not sure of Microsoft's security though, never tried going against it.

Password reset, have another device which you can access said email account. It's actually easy and the best way then you can change all that online jazz.

If you have a Windows 10 boot media and boot from that and perform automatic repair it makes it much easier as you might get access denied in safe mode.
Edit: Worst case scenario Linux live media have an external HD and backup the files to the external HD and format **worst case**

One word: Kon-Boot. Well, it's not a word that is included in the official English dictionary but you know what I mean:

Another thing you could do is data recovery for the drive using another machine to hook the drive into but quite honestly Kon-Boot is usually my go-to solution for this.
