$1200 PC Build Needed for Gaming, Streaming and Editing - GTATrix - Sep 3, 2019

I am looking to build a PC for things like Gaming, Streaming, Graphic Design and Editing. I listed games and programs for each below to give a better idea of what I am going to use the PC for.

Gaming: CSGO, GTA, Fortnite, COD, Witcher 3, etc...
Design: Photoshop, Illustrator
Editing: Premiere, After Effects

My budget is $1200 but I can go up to $1250 if absolutely necessary. I've had friends recommend me Intel and AMD builds but I am still unsure which to get. I am just looking for the best possible build for this budget. Any help is highly appreciated!
