Its hard to know without actually having access to the box but looking at that information alone I can tell you its 99% possible. First thing I would do is run LinEnum(google it) on the box which will tell you a lot of information. If you also google "Linux 3.16.0-4 priv esc" there's a ton of stuff that comes up. Its worth reading the exploits before using them too see if you can work out what they are doing.
I know from the top of my that iv rooted some CTF's that use that version I think I used dirtycow exploit.
