Is there a way of creating a botnet without spreading the RAT, like an application that finds vulnerable windows hosts, grabs their respective info, and connects it to your botnet? So then once the vulnerable host is connected, you can do anything with it.

Using hosts may be a good way to infect, but not a good way to spread when building a botnet
