Basically it appears he is inquiring about access to cpanel's in a list with login credentials.

Yes, I request a list of cpanel's with login credentials, for backlinks promoting. Basically i upload my page on their domains to promote my business. Anyone has a list of hacked or created cpanels with good reputation on google for fast indexing please PM so we can talk.
