Hello guys.
I have password, username and name of website database.
Please, what is the best way that can be used to assess mysql remotely when it seems it wont respond because of ip binding? (mysql error 10060)

Or how to use database login to dump all users when mysql cannot be assessed remotely
any tool or skill
