you can not do this with C#, you need to get some exploit to make it possible.

I think you can, assuming you know what it is you are writing here. This is pure byte manipulation, it should be language agnostic? If you are referring to executing the EXE reliably when the PDF opens, sure that's a different discussion entirely although, with .Net Core this should be possible assuming you have the attack vector.
