Given everything that's going on right now and that the authorities are using signal jammers, is there any way that we can disrupt them wirelessly short of destroying them?

You can simply amplify output power of your infrastructure enough to make it work

Broadcasting radio signals without a licence is illegal... With that said, yes you can. Just broadcast on the same frequency's.
