So I've been using Bing to gather information on hacking techniques. So far I haven't had much success

I couldn't say with absolutely certainty, but I don't think that Bing has ever helped anybody with anything, ever.

What type of 'hacking' do you want to learn?
Not many people want to do this, but I suggest you figure out exactly what type of hacking you want to get into, then learn a programming language, and start making tools for it. It'll benefit you in all aspects of life, and I'm sure many others would agree.

This guy has threads about how he does buffer overflow exploit development and such, so this thread is kind of weird to me, as someone like that should be able to do programming and hacking just fine, if not learn it on their own pretty quickly, right?

Have you tried Google? I know it's a fairly new search engine but I think you might be able to find what you're looking for if you just use it.
