I believe you need to be a ub3r member to do currency exchanges.
Maybe read the rules and other faqs, for more clarity

Erm, let's say you buy something on Hackforums using an amazon gift card. Is it considered a currency exchange? No other forum has people selling 20 different kinds of gift cards in premium sellers section and not currency exchange.

Depends on what type of GC's it is. I'm pretty sure you can't sell Apple/iTunes.
