I see websites claiming that but I can't find effective websites till now
Is the idea applicable?

try social engineering. Call him telling him he won something or idk and ask info

The idea is true, but you have to understand that if the number isn't being used anywhere online(likely for under18) besides social media, than you are sort of out of luck in using online services.
You can always get into Social Engineering the Carrier to gain valuable information, but of course this takes a solid understanding in the carrier customer support procedures and tools.

Yes this Idea will be applicable only in the case of Using SS7 as method.
SS7 uses bugs of mobile number and signal to intercept all calls and messages.
But remember there are also some limitations over using SS7.
Let me know if anyone need location via Only phone number.

Only possible through phone calls, a lot of law enforcement use this technique.
