I know third party programs its not allow in legue of legends ,but anyway it hacks forums and I want to ask . Is there any apps that help you in game ,maybe count enemy ulti cooldown ,ward cooldowns , or any functions that help you in game . Thank you for the answers ,hope to not get lot of hate .

No idea about that, but honestly just learn yourself. If you try to note those kinds of things, it'll become muscle memory.

Just note enemies' cooldowns (flash, ult etc) like everyone else.

bro in the end they gon ban you an you arent going to grow as a player,
if you wanna get better at league you need to read everything an have a deep understanding of each champion & its limits.
know what youre good at an know what youre bad at. also the current state of the game is toxic so most matches are you 1v9
