Depends, I am getting it due to the ability to stream while making YouTube content.
I think it all comes down to multi-tasking, how much do you want to do at one time, without closing other applications?

Depends about the game, if you need 360fps with your 360hz monitor it could be useful.
RTX3080 should be ok to run AAA games in 1440p Ultra at high FPS (80-100) in my opinion.
However, without any benchmark/test I can't affirm that
3090 would be more useful for 4k games at high fps

If you play competitive games which need frames like 144hz or 240hz, I don't think its overkill. If not, then yes, just go with the 3070 in that case.

I'd say it depends on what monitor you have, and how many frames per second you want, obviously the more the better, this because especially important in competitive titles like CS GO
