my friend still hodls BTC , now he wants to withdraw some FIAT for life... What are best ways to cashout without paying taxes and all KYC ?

If it's a small amount then you can use localbitcoins otherwise you have to do kyc.

You can make several paxful accounts and split the amount in those accounts and cashout.
Limit for one account without kyc is around 1000$

Google paxful or go to their website for more information, it's a bitcoin wallet and you can cashout with any payment medium you want.

@OP Even if he withdraws in cash, banks will notice if you ever deposit it. Sell in cash in person or suck it the fuck up and pay the dues.
