In public places in Germany there is government-offered WLAN Hotspots. How can i mimic the Hotspot efficiently (ESP8266? P4wnp1?) and capture data?

There's Wi-Fi Pumpkin. But if these are open hotspots, the easiest method (and least likely to raise suspicion) is to sniff packets with monitor mode.

Have you been to Germany? In my city in Wisconsin, there are municipal hotspots, which are government-owned.

I have a tutorial for making a rougue ap here and capturing packets and analyzing in wireshark.
and there's also a good one in the tutorial section right now
