Yes I can do all this. Will get you custom cloakers built for smallish prices and everything else you need brother.

Basically, you have normal thresholds which are pretty trashy and get a lot of manual reviews.
I create accounts fresh / some warmed up but I use a couple tricks to get higher adwords trust apart from just running a whitehat ad for a few days.

Are these made with any kind of (virtual) credit card, debit card or any other card that are not your own?
Many people do this and it can result into a fraudulent claim against your company for advertising without having permission to do so.
