Just a login page, must obviously save logins for me, need someone to design it as well so would be better if one person did both

man... these requires just a basic skill-set of web development. One hint ... there are tools out there downloading a "website" to your machine including html and css. Go ahead and use something like that if you really want to... Good luck finding a BlackHat able to help you.

It will not take long to do it at all... Use http://www.httrack.com/ download the site and create 2 php-files handling the login requests.
